房市軟著陸 解密央行2026「微調」劇本:誰是最後一根稻草?
記者項瀚/台北報導央行打炒房政策「微放寬」,引發市場關注,是否象徵房市政策開始轉向、信用管制逐步退場?最新一集《地產詹哥老實說》邀請信義房屋不動產企研室專案經理曾敬德上節目深度剖析,他指出此次調整屬於「技術性修正」,對整體市場的實質影響屬於「有感但有限」。央行今年首度理監事會議針對房市管制進行微調,將第二戶房貸成數上限由原本的5成提高至6成,引發市場高度關注,是否象徵房市政策開始轉向、信用管制逐步退場?曾敬德分析:「第二戶房貸成數僅提高1成,對投資型買盤的刺激力道相當有限,無法支撐短線大量資金回流市場,較大的效果在於改善部分民眾的資金調度彈性,屬於『解渴不解熱』的政策手段。「實際受惠者主要包括兩類族群。」曾敬德說明,第一是有換屋需求的自住客,在尚未出售舊屋前,因被認定為第二戶,放款條件相對不利,此次調整可稍微降低資金壓力。第二,幾年前購入預售屋、近期面臨交屋的買方,由於房價上漲、自備款金額提高,放款成數增加後,能減少約一成自備款,對順利完成交屋具有實質幫助。不過,曾敬德也強調,央行長期政策目標仍是讓房市「軟著陸」,避免過熱或劇烈反轉。他說:「在歷經多輪選擇性信用管制後,房市已明顯降溫,成交量持續萎縮,民眾購屋態度轉趨保守,房價漲勢也由全面上揚轉為區域分化。」曾敬德進一步指出:「目前多數都會區進入高檔盤整期,蛋白與供給量較大的區域,價格已出現鬆動跡象,整體發展方向仍符合央行的政策期待。」央行關注的層面不僅限於房市本身,而是整體資產價格的連動效應。曾敬德提醒:「台股市值規模龐大,若未來金融市場出現明顯修正,不排除部分資金轉向不動產尋求保值,仍可能再度推升房價,加上通膨壓力、國際利率政策、美中經濟情勢等不確定因素,使得央行不敢過度放手。」從供需結構來看,曾敬德表示:「新成屋與待售餘屋量仍處於相對高檔,未來2~3年預售交屋潮持續釋出,加上市場去化速度放慢,將對價格形成上方壓力。」在缺乏重大利多與資金動能的情況下,曾敬德預期:「房市短期內將維持量縮、價盤整的格局,買賣雙方逐漸回歸理性,市場不易再現過去全面性、快速上漲的行情。」點我加ETtoday好友,接收更多新聞大小事。
