房市4大亂象引民怨 估價師批:金融政策「溯及既往」最荒謬
記者陳筱惠/台中報導當前台灣房市亂象叢生,一波未平、一波又起。如今,這些政策錯誤所引爆的後果,卻要全民共同承擔,正心不動產估價師聯合事務所所長黃昭閔認為,目前購屋者掉入違約陷阱,建商淪為放款單位,社會矛盾持續擴大,令人痛心疾首。面對房市糾紛日漸增加,正心不動產估價師聯合事務所所長黃昭閔對此表示:「4大關鍵亂象叢生,包含金融政策『溯及既往』,踐踏法治與信賴基礎、高價住宅門檻凍結10年未調整,嚴重脫離現實、鑑價與放款標準錯亂,限貸卻又不給貸、建商被迫變身銀行,角色錯置、風險外移。」他說:「現行金融政策朝向全面緊縮,甚至出現『溯及既往』的誇張作法,許多民眾在當初購屋時,在謹慎評估自身財務能力與貸款條件後,才決定簽約購屋,但去年9月19日後,金融政策卻突然變臉,尚未申請的貸款件,在毫無緩衝期與法律保障下,適用第七波信用管制,形同政府單方面毀約、嚴重踐踏法治精神與人民對制度的基本信賴。」另外,中央銀行自民國2016年起對高價住宅實施限貸政策,但至今從未調整總價門檻。還有,銀行採用「鑑價與買價取高者」來認定是否屬於高價住宅,卻又以「取低者」決定實際可貸金額,等於「限貸又限估」,讓購屋民眾左右受困、進退兩難。黃昭閔舉例,某消費者名下已有1間房,2020年於預售階段購置台中市1戶70坪住宅,每坪單價50萬元、總價3500萬元,當時屬於非高價住宅,預期可貸7成。然今年交屋申辦房貸時,銀行重新對該屋進行鑑價,核估每坪單價已上漲至60萬元、總價高達4200萬元,銀行即以「高價住宅」視之,依第七波信用管制僅准貸3成。「民眾背上高額自備款與違約風險,最終政府竟反過頭要求建商協助分期攤還,變相逼建商成為金融放款單位。」黃昭閔痛批:「建商何德何能肩負金融風控職能?這根本是政策失能下的體制錯亂,實在荒謬!」《地產詹哥老實說》EP263/放貸水位全滿!竹科工程師被裁還能貸? 內行:銀行「挑人下手」點我加ETtoday好友,接收更多新聞大小事。
